# State CRE Public Records Research Suite Methodology (2026)

## Scope

This methodology governs 51 jurisdiction suites covering the 50 states and the District of Columbia. Each suite is generated from the published state coverage snapshot and the canonical public market catalog. Florida also retains a separate bounded source-system study covering five documented county paths.

## Measurement

Counts and percentages are point-in-time research observations from the published snapshot. They are not refresh promises, service-level commitments, legal opinions, or a guarantee that a field is complete for every parcel. Official links are starting points whose interfaces, fees, and access rules can change.

## Evidence boundaries

A parcel record can identify the owner text reported by that source; it does not establish beneficial ownership. A filing can identify an entity, status, role, address, or filing event; it does not establish control beyond the filing. Debt, tax, court, distress, and permit observations remain separate and require later-record review. Unknown remains Unknown until an authoritative source supports a narrower conclusion.

## Reproduction

1. Read `public/data/state-coverage.json`.
2. Canonicalize official URLs by removing fragments and trailing slashes.
3. Deduplicate sources within each jurisdiction.
4. Join active public markets whose state list contains the jurisdiction code.
5. Preserve six published data layers and four decision-signal families.
6. Exclude a suite from discovery if its evidence quality gate fails.
